Introduction to the Global Hegemony Index (GHI)
The Global Hegemony Index (GHI) is an integrated, data-driven framework developed by the Global AI Security Center (GAIS) to systematically assess the relative distribution of national power in the international system. The GHI combines quantitative indicators across military strength, economic capacity, financial influence, technological competitiveness, demographic potential, and cultural influence to produce a composite score reflecting each actor's global standing.
The GHI is designed to capture both enduring structural factors and emerging shifts in global power, providing scholars, policymakers, and the public with an empirically grounded tool to assess evolving international dynamics.

The United States remains the strongest global power, maintaining a considerable lead across multiple dimensions. The European Union and China follow, reflecting their substantial economic, technological, and geopolitical influence. Russia retains notable military capabilities but faces limitations in other areas.
Among the middle powers, India, South Korea, and Australia show competitive standing, each with a score of 9, underscoring the rising complexity of global power distribution beyond traditional great power competition.
Data Coverage and Methodology
The 2025 Global Hegemony Ranking is based on data collected from 1991 to 2023, utilizing reliable sources including the World Bank, International Monetary Fund (IMF), Stockholm International Peace Research Institute (SIPRI), and other authoritative institutions. The latest available data through 2023 informs this year's assessment. As additional data becomes available, subsequent rankings will reflect updated trends.
Future Publications
The Global AI Security Center (GAIS) will issue the Global Hegemony Ranking annually, providing updated evaluations of the global power structure. These rankings aim to support evidence-based dialogue and strategic insight in the evolving international environment.
